If you are into Creepypasta, you've likely heard of the SCP Foundation. Which are, to be brutally honest, basically Creepypasta. It's somewhat like the Proxy clan, just a lot bigger... and a lot more complicated. Where Creepypastas are described by either first person witness, story telling, or some other means, SCPs are described using strictly files and reports of behavior. You may make a profile however, considering this is a role play.

Do I have to use anime/cartoon pictures? I have one semi-made character that uses real pictures. Also, is 'power level' Keter and such?

Power level is from 1-10. I find it easier to work with considering people like to god mod when fighting. Anything above a 7 has to be requested. And yes, pictures have to be anime or drawn. If you need help with any face claims then I can definitely help with that.

Though, now that I think about it, I might just let people do anime and live action.
