SOLVED. Fiction/thriller - Atomic bomb wasn't real [s]

I read this book after purchasing in a used book store in the mid-to-late seventies, so unsure of publication date. The plot is based on the premise that the US faked the atomic bombing of Japan (using enhanced firebombing and sprinkled radioactive material) in order to speed the Japanese surrender. It's been kept a secret ever since. Hero (reporter?) and heroine stumble upon the truth and are targeted for knowing too much.
