SOLVED. a book about a boy spy who goes on military like missions. Has Fox in title. [s]

Hello, I am trying to find a book that I read when I was in junior high. It had a cover of a young boy with white/blond hair and a red bandana on it. It has Fox in the title, I am sure, but I can't seem to find it.
The main story is that this kid is either an escape artist for the Military, or he is a well known thief that the military catches and uses for some missions they need done.
I also seem to think there were two books in the series, but I can't be sure.
One scene I remember very vividly is a chapter about him being sentenced to stay in this pit under ground with bars over top.
I know he had to rescue a girl from this prison where he was at, and I think his name was something like Silver Fox/Gray Fox on the account of his hair.

Any help with this would be greatly appreciated!

I also should have mentioned that I think it was set in the middle of a war. It was in the future, something like 2030 something. It was a war of the US vs the USSR.

Maybe The White Fox Chronicles by Gary Paulsen? I didn't read it, but it seems to mostly fit :)
