It was not consistent with his professed desire to protect them and then to imprison them. I had a difficult time with this character: I envisioned him with a few screws loose.
At first I figured he wanted to capture Mercy and Eden and bring them back to Pete at the compound, thinking he would be promoted to one of Pete's elite staff. Then the weather got in his way and they had to wait it out at the cabin. But when we found out that Sean knew about the ATF and FBI being outside of the compound, we knew he wasn't going to be marching the women back anytime soon. I'm not sure what his plan was at that point. I'm not sure he even knew.
I don’t have a clue about what Sean was up to. His whole role in the story was ambiguous. Was he going to keep them holed up for the rest of the winter? Was he eventually going to force himself on them? It was clear he was attracted to Mercy so maybe he was waiting for her to heal?
My guess is Sean planned to use Mercy to deal. It is clear he is crazy and maybe he thought he could keep them both in the cabin as his girls. It was a weird part of the story because he never said what his end game was.
