SOLVED. 80s or 90s children's chapter book about a witch babysitter called Phoebe. [s]

I read this at primary school in the early 1990s, may have been published a little earlier. The book was about two children (a girl and a boy I think) who got a new babysitter called Phoebe and gradually realised she was a witch. A good witch, not the scary kind. I think she did a few spells to entertain them but the kids had to keep it secret from their parents in case they didn't approve.

I can't remember much of the plot or how they found out she was a witch. I think the book had a purple cover with an illustration of the kids and Phoebe. There may also have been some black and white illustrations inside the book. Phoebe was drawn as a teenage girl with long blonde hair.

I think the author was female but that's really all I can remember. Any help appreciated. I've done some googling but not had any luck.
