YA fictional story- main characters are an old man and a boy living in a neighborhood/are neighbors (read back in 2012)

I read this back in 5th grade/elementary school
details i remember:

-old man drove (i believe) a cadillac Deville everyday down this road up and down over this traffic wire that detected the speed limit because he wanted to mess with it.

-the boy would climb this tree in the neighborhood

-something about a “dilapidated couch” in the old mans house

-i believe this takes place in america but i don’t know the time period. possibly more present day because the old man had an old deville

I know this is vague but it’s been driving me crazy for years!!
It might be apart of a collection of short stories possibily?? But i am not sure.

How old was the boy in the story?

The Patch Boys mentions a "dilapidated couch."
