ABANDONED. YA possible thriller; An abused boy who lived in a flat all his life.

I'm looking for a book I read around 2011-2015. Doesn't mean it was made in those years! It was a sad book about an abused boy, he lived in a flat all his life. I think he's about 6, very young when the book starts. I remember a scene where he peels back paper/newspaper from the window to peek outside. A neighbor spotted him and the police brought him out and to a foster home. Other scenes being he ends up in hospital at one point. He would sleep in the corner of the room. There was one room filled with trash. He would watch tapes (vaguely remember it was a childrens show), I think he didn't speak much either. His father drank, he would find beer bottles near the recliner. I hope you guys can help me go in the right direction!
