So then the villain hires a bad guy to make trouble for the orphanage. He does a bunch of stuff, but finally burns it down. The villain feels bad about the fire but still tries to buy it. The heroine refuses again. I think somehow the hero finds out that the railway is coming and that's why all this trouble is happening. He ends up talking the heroine into moving the orphanage and then selling the land in question directly to the railway. He also somehow figures out who the villain is. This whole time they have only had dealings with underlings so they haven't known who is behind all the trouble. When he figures it out he ends up giving chase over a bridge of some sort, and the villain falls down over the edge. Everyone thinks he died, but in the last few pages you find out that he lived and that he took on a new identity.
It is very frustrating that I can only remember the subplot. I don't remember anything about the hero or the romance between him and the heroine.
I do remember that while the new orphanage is being built that the heroine convinces town people to take in the orphans who have been displaced even though they don't want to. A few of them end up being adopted by their foster families.
