Boy lives in community (want to say a village? may not be. There is a forest nearby) and one day accidentally (maybe?) runs so fast his perception of time stops and he can walk around normally for him but barely any time is passing.
I have a vivid memory of a description of this happening for the first time and him walking around the street and going around people, someone is watering something (either with a hose or a watering can) and he can see the droplets and notices they are falling really really slowly which is how he learns time hasn't stopped, just slowed.
There is also the phrase 'Fast, faster, fastest' which he thinks to get to the super speed ness.

There's also a girl who can do the same thing and they have to travel far away to save the day in some way (get help, find something, who knows). However they come to the problem that because for them when going 'fastest' time seems to pass normal even though in reality it would take barely any time they would still need supplies for a weeks long journey. So instead they go 'fast, faster' and stop there and so are just running really fast, through the forest
Read before 2007, could be as far back as late '90s. Unsure if contempory, read a lot of old fantasy. Think this was in my school library, in the UK.
