I believe I read this book between 2002-2007. It was between middle school or early high school, so it would have been Young Adult or even children's level.

It is not the Giver. Set in a dystopian society without creativity, specifically music. The main character is a man. I believe there were different rooms in their world they could go in to feel emotions or possibly experience creative works.

The main character somehow relives experiences of someone from the past. I believe that part is set in Germany, or possibly Eastern Europe. He experiences love and learns music. The book has a strong focus on music.
