Users adding a book to the database have a short time in which they can make corrections or edits. That is when you can see those notes and messages.
Your librarian rating depends on how many books you have added and/or edited, so any user can have a rating.
If the system lets you apply again for GR librarian status, it means that your previous request was not approved. If you cannot apply again, it means your request is still pending.

Many thanks, the process is not the clearest one.
I have the following information on the page dedicated to applicaton submission:
"Thank you for applying to become a Goodreads Librarian! Your application has been submitted and Goodreads staff will review it as soon as possible. If your application is accepted, you will receive an email confirming your Goodreads Librarian status. "
So it seems my request still pending... How long they are usually reviewing it?Obviously it depends but what is the common time for that?

If you have an edit you need made, you can always post in the group in the meantime.

But I've noticed a couple of curious things:
Now when I'm editing the book I've created I have access to some fields like "librarian notes". And I have an info message in header saying that
"Important: if you're on this page you have been granted a special "librarian" or author status, and can edit book data. Don't take this responsibility lightly—if you can help correct any inaccuracies or add any missing data, please do so! But only make changes if you're sure they're correct.
Please read the Librarian Manual before making any changes to this page.
Also, I have noticed that I'm participating in librarians rating (I guess I can't do that if I'm not the one).
But at the same time I'm not able to edit authors or books that weren't created by me, though I am able to combine editions or add alternate cover.
So am I librarian or not? If yes, what should I do to be able to edit author's pages and books created by other users?
