Children's fiction, humorous, a chain smoker and a nose picker are two of the characters, 1980s

Hello! I read this book some time between 1985-1990. I can't remember much only that it followed a band of unsavory characters with bad habits. It was illustrated and one character constantly had completely overflowing ashtrays with cigarette butts piled up like mountains, another character constantly had a finger buried in his nose. There were others but those are the only two I can remember now. They were always up to no good. I think the illustrations were mostly black and white, not color. Cartoonish in style but sketches more than comic book cartoonish, if that makes sense. Obviously humorous. I think it was British maybe? It was probably published between 1980-1990, I don't think it was from the 70s. Any help would be greatly appreciated! It's a weird book that I remember reading as a kid and I can't remember what it was or get it out of my head! Thank you!

Were these characters kids or adults? I remember the Herdman kids smoked cigars.
