Written before 2000. Generation ship returns to Earth but the Earthlings realize that the newcomers outnumber them 100 to 1, so there is no room for them on Earth. Finally the solution is found: they send the newcomers back in time, each group separated by 1 million years, starting 65 million years ago.

Are you sure it was a generation ship that returned to Earth? The reason I ask is that the novel Our Children's Children by Simak Clifford D. has some points of similarity with the scenario you describe. Namely including our descendants coming back to the present and then going back 65 million years or so leaving space for other generations to go back as well. "Our human descendants from five centuries in the future are coming to visit - all one billion of them - arriving via tunnels through time. Even though the present is merely a stopover and their ultimate destination is the age of the dinosaurs, their arrival has caused a worldwide uproar."

If I remembered any of that I might have more luck finding the novel again. It was a generation ship layered like a onion. With no monsters following like suggested by the other user here.
