I read this sometime in the early 00s, I think, but it was definitely a 90s book. I am not sure if it's a Harlequin, but it's in the vicinity of it. Hero was a college (?) athlete and he raped the heroine while he was drunk. They meet again when he gets a position as a coach for the college team of the college that the heroine is managing (I don't remember her title exactly). She had his daughter, who is now around 18. Hero had an accident that left him in a wheelchair.
