I use to own a book in which two children (I believe they were brother and sister) have to travel alone to a relative's (their aunt IIRC) home because their parents recently had a third child and they can't afford the increased tax this entails. It's stated that their relative lives in an area with less strict laws regarding the number of children one has.

The area they travel though (possibly a dessert) is sparsely populated and they have to avoid the authorities in order to avoid being sent to an orphanage. Along the way they find an abandoned (female?) infant. (I believe the book's title is the name they give to the infant).

As I recall, they elect to carry the baby in a makeshift sling and use the carriage she was found in to carry supplies.

I believe the story is set in the future, but I don't recall any specific dates or any advanced technology.

I believe the book ends before they reach their destination so it might have been part of a series.

As I recall I bought it at a school book fair which means it would have been published (by Scholastic IIRC) in the U.S.A. before 2007.

Katee (feedthebeast) This probably isn't right, but could it be one of the books in Margaret Peterson Haddix's Shadow Children series? That's set in a dystopian near-future in which third children are banned by law and the illegal kids are on the run. Pretty much all of them were published before 2007, pretty sure. I never read the last two, so I'm not sure if an abandoned infant ever came into play, but I don't think any of them had titles that resembled names . . .
