It takes place in a small ocean town, modern time. The ocean people are feared and forced to live in makeshift communities, there are different groups or tribes with different abilities. . They decide to let some of the kids go to the local highschool.
Son of the leader meets main character girl. They end up falling in love. Ocean kids, possibly adults too, are disappearing and being taken to camps to be experimented on, that detail is fuzzy.
The end has an uprising. Book ends on a cliff hanger so I think there should be more, I read it 5-6 years ago. That’s about all I can remember. I have been trying to figure this out for over a year now and have posted other places. Beginning to think I imagined it...any help is greatly appreciated!
