SOLVED. YA novel with sci fi undertones, two boys writing letters to each other that can't meet: one is allergic to electricity and the other is deaf and uses echolocation. [s]

It had two guys writing letters to each other, and was read beginning of 2020.
One of them was 14 years old (nick?) and he lived in a house in the woods with his mum, with no electricity because he has an allergic reaction to that. A man who wore paisley shirts came to visit them sometimes (August something?). His only friend was this girl until he started writing letters to the other guy.
The other guy was 16 (Oliver?) and German(?). He was deaf and used a method of echo location to move around but used a cane for public appearances. He got bullied by this other guy who (spoiler) he eventually put in hospital with the help of two others. One of the people was this guy he kissed and the other was the guy he kissed's sister.
SPOILERS:
The two guys got in contact through the paisley shirt man who actually worked at the lab where Nicks dad dies and Olivers mum disappeared in a soundless void. They experimented on babies and tried to make them superhuman. A girl tried to drown Oliver when he lived there. Nick went to the girls prom in a suit because he wanted to be her date. In the sequel to this book Oliver says I love you to nick I think?
