re 17: It's because of that guy that I've mentioned in one of the polls. The one that held his daughter captive for 6 years and repeatedly raped her (they have 2 kids together). The whole thing surfaced only a year ago, he's on trial now. Hence this law... And debate... Just to be clear, they are not planning on cutting off balls (that's your cue to cheer or shed tears, whichever you prefer) but subjecting the ex-cons to a hormonal therapy - depleting their testosterone levels. Something that can be easily reversed, but still...
