ABANDONED. Looking for the title/author of a Sci-Fi Fantasy - Adventure. To escape colonization there is a black civilization living on the moon when a crisis on earth creates a dilemma where those left behind want to come to the moon.

Two years ago a friend I am no longer in contact with recommended a book that I can't remember the title of. To escape colonization/oppression black people established some kind of colony on the moon and started their own civilization. Fast forward, earth is in a middle of a crisis and other people are trying to get off planet and it causes conflict. I'm sorry, I don't know more about it. I've tried googling all that I know about it a million times and never get anywhere close. I heard about this book in 2018 but I have no idea how old it is.

There is a short story by Ray Bradbury with this plot, although it's set on Mars, not the moon: The Other Foot. It can be found in The Illustrated Man.
