This sounds a bit familiar.....I'll have a scout through my bookshelves and see if I discover anything.
I remember the sketch vividly! It was on the left page side, and it had the snake with it’s mouth open, with the wooden fangs in place.
The Enchanted Valley? It's available on archive.org, I searched for fangs, there is "old Fangs" who gets wooden fangs and promises he won't hurt.

Because there are two covers for the first book one of those rainbow and characters standing on the hill the other one has the big lizard and Willard wizard. Grandfather wrote it he used to travel to schools, there are actually four books total. Like…the front cover had some children, woodland animals, a wizard I think? And a doofy looking dragon? The art spread to the backcover too.
And one of the talking animal characters was a snake, and I think his name was Old No Fangs? But he ends up getting a set of fake wooden ones carved by one of the children… And I distinctly remember this because he says he’s only going to use his fangs to scare the other creatures not to hurt them. And there was a black and white sketch as well.
I think I was in elementary school when I read this book so possibly from the 90s? Maybe 1998?
