Can someone expand on why zines aren't allowed?

I see that it's asked for zines to not be added to the database, but I can't find much in the way of explanation. Can someone explain for me? Thanks.

They are not considered published books.

There are older books without ISBNs that are definitely books - if a zine has an ISBN that's something worth discussing whether they should be Not A Book'd but that's case by case IMO.
