It is summertime and this girl is bored but becomes hopeful when a new family moves into the neighborhood I believe a couple of houses down from her. She is hoping for a girl so that she can have a new friend but is disappointed when she finds out that it is two brothers that move in. Every time she comes in contact with them something goes wrong and she is very frustrated. She doesn't believe that they could be her friends. When school starts she comes in contact with them there and the same thing happened something always seems to go wrong. Eventually she finds out that they can be her friends. I do believe this is middle grade but they may be just starting High School.

Some of this sounds like Iggie's House and the publication date is right, but the description is not what I remember about this book, so I will not be surprised if this isn't it.
it may be it, I will look it up and see. I had a hard time trying to explain what this book was about since I only remembered very little.
unfortunately that was not the right book this one I'm looking for might be young adult fiction I am not sure. One other thing I can remember that happened in the book to give an example of the brother's trying to be friendly torture is during lunch after she had a bad day anyway something gets spilled in her lunch tray and she goes ahead and eats it soggy anyway and then one of the brothers comes up after he had bought her a new Fresh lunch trying to be kind to her.
I about screamed with joy when I read this title I knew it was it, but I went and checked it out and yes this is it. You are amazing.
