The title was a descriptive word like Pandemonium, or Chaos, or something like that I think. The most memorable thing was the blue cover with the dragon and the large mailbox in its talons. My son read this around 2015. I remember a scene at a school carnival or celebration, and a tent, and basic dragon chaos.

Rainbowheart, how did you find it so fast? I was looming online all morning. Have you read it or are you a much better sleigh than I?
I actually went to Worldcat and put in the subject "dragon" and the keyword "uncle" and looked for juvenile books in that time range. Came up on the second page of results.
