But Goodreads policy is that books first published under a certain (version of a) name must keep that name as primary author on all editions.

The new name can be added as secondary to later editions with that name on the cover.

Books only published under the new name will get that name as primary author.

Agreed. There have been several requests/suggestions to change the policy, making the later name the primary on all editions.

Not only trans+ people would benefit from that, but also f.e. divorced authors who used their married name before, and authors who wrote under their real name but on reflection prefer a pseudonym (or vice versa). Alas, to no avail.
