Story Fiction boy who was abused and how he develops in later life

I read this book in 2017 or so and from what I can remember a neighbour reports that she sees a boy stare out of a window who looks abused. He gets taken by the child services and gets adopted. Later he finds out the guy who abused his mum is his father and then becomes a drug addict for a while before he goes into rehab and gets better,
