Was Plutarch Heavensbee involved in the dropping of firebombs?

It has been made clear in the previous topics that President Coin ordered the firebomb parachutes. I was just wondering, was Plutarch involved in it as well, as President Snow had pointed out?

If so, how can Katniss face Plutarch in the hovercraft? With all those comments about having Katniss to join his singing project and all?



Yes, he was. I've read this book twice in the past year and know for certain that he was partly in on it. He was talking with Gale and Beetee about it, so he could just be partly in on it that way, to have knowledge of it. But I'm almost certain that he and President Coin did it together, so it would seem to be Snow. I mean, Plutarch and President Coin were best of friends and planning buddies for a while, and I think Plutarch would listen to anything Coin demanded him to do. It's a mystery unless you speak with Suzanne Collins, but I'm going towards yes.
