Age range 10-12, read in year 2008, however i'm certain the book is older than the early 2000s but I'm not sure by how much! I think the boy was called Spike because he had white spiky hair. The girl meets an albatross that leads her to a man in a lighthouse who helps the children with their adventure. The cover of the book was light blue with the two children looking through submarine windows (brass). I think the centre of the cover was the fish submarine. It was steampunkish. The cover was a drawing not a photo/composite. They meet a whale while in the submarine (i think). I read this book multiple time as a kid around 8-12 i think.
