SOLVED. YA dystopian book set in a world where women are not allowed to learn to read, but the MC's grandma teaches her anyway using a "Primer." [s]

I read this book somewhere around 2015-2018. Here's what I remember:

-The main character was a girl, but in the world she lived in women were not allowed to receive an education. The girl's grandma taught her how to read anyway using what they called a "Primer"
-The society's form of jail was (I believe) a big underwater tube that the inmates had to live in. The MC's grandma got arrested for teaching MC's mother how to read, so she ended up spending time in the underwater tube-jail.
-MC's best friend was very sympathetic toward people in the tube-jail. I remember MC commenting that her friend would stay up all night and pray for people in the tube.
-Pretty sure MC's friend was in love with MC's brother
-The love interest for the main character was named Judah? Jeremiah? It was started with a J and wasn't super common
-The MC was in an arranged marriage (NOT to Judah/Jeremiah/Jonah) to a really snobby man who wanted to sleep with her right away, but she didn't want to. She ran away from him somehow and then had to hide
-The book ended with the girl and her J-named love interest being exiled from their town, and they ended up being dropped in a city that is more like out modern day world, where they met a girl who offered them a peach, I believe?
-I'm fairly certain the MC's name was Mina
-It was part of a series, but when I read it the 2nd one had not come out yet (I don't know if there were more than 2 books in the series, I just remember hearing that there was a sequel)
-I think (but i'm really not sure) that the cover was blue/green and metallic looking
