I read this book between 2005 and 2009, it was a YA novel based in a apocalyptic period or there was possibly a war going on between humans and some sort of animal (i want to say pig? Pig people?) there's a brother and sister as the main characters, and the sister can shapeshift (I think into other people as well as into her cat)

The brother and sister are the son and daughter of the leader/king?

Bloodtide by Melvin Burgess? The main characters are twins, Siggy (a boy) and Signy (a girl), and there are weird 'half-men' in the story, who are half hyena and half man, or half pig and half man. Signy can shapeshift and so can her cat - they switch places at one point.
