Have Librarians decided to stop doing these, or are they overwhelmed, or did I make the request incorrectly? Any thoughts?

I'm wondering the same thing. Whether they're doing this anymore or just overwhelmed. I don't think you did anything incorrectly.

The awards have always been a bit of a niche subject where not everyone is comfortable working on those. And as librarians are volunteers, we are free to choose which requests we want to work on.
