Children's book set in polluted future, always dark outside and gas masks were required, people rarely left their high-rises. Main character is young girl. Read early 1980s?

I read this in possibly the early 80s (aged about 9) . I remember there was massive air pollution, so much so that it was always dark and you could only go outside with a gas mask on. Going outside was a rare event as everyone lived in high rises with everything they needed inside (grocery store, school, etc..) The main character was a girl, maybe aged 10 or so.

Kinda reminds me of Outside, but the outer world turns out not to be polluted in that one. Plus I think OP would remember the weird Harlequin guy.
