ABANDONED. Short story set in a locked, secret garden possible 19th century

Trying to find the name of a short story. A group of people meet on the same date each year in a secret garden. Some are wealthy and others are poor. For most of the tale is is unclear why they have all met. The all meet and wait for the whole day. I think the story was late 19th or early 20th century. The story is told from the perspective of someone watching them.

Hm, intriguing. All they do is wait - that is, nothing happens and then they leave? Do you recall where the story was set (England, France, America)?
