That was also my thought, Robin, since Mercy's return couldn't have triggered him. She was sent in response to the prepper killings.
I’m not exactly sure why he decided to stay dormant after the attack on Mercy and Rose. Maybe it’s because he’d convinced Levi he had nothing to do with the attack and related murders and knew if he resumed Levi would know it was him.
I'm wondering if Bevins illness made Rafferty resume the murders. He knew Mike Bevins wasn't really interested in taking over for his father. The head of the "family" would be open after old man Bevins dies. He could be collecting weapons for a take over. He may have thought building his own army would put him on top. In this case, breaking the mirrors at the murder sites was a really dumb move.

I was shocked that it came down to being all about Rose. He's always wanted her?? He's stalked her all these years? He deserved her? I didn't even think about that as a plot possibility until he revealed it.
