ABANDONED. Epic Fantasy with witches that live in mountains....

Hi,

This is probably a long shot, but I've been trying to remember/find this book and it's driving me nuts that I can't. I read it probably 10-15 years ago I think.

It's epic fantasy and perhaps it's from Wheel of Time? I read some of them so long ago I can't remember. Pretty positive it's a multi-POV book, so what I remember may not be the primary story line.

What I remember is there is a plot line with these witches that are sort of in a tribal society. They live in the mountains, fly on dragons I think at some point. There is a lot of brutality between them, maybe allusions to like eating people? Something important about the color yellow, I think. There's a underdog witch... Think she leaves the mountain and tries to kidnap sometime important?

Or I could be losing my mind and mixing together several different things. I'd just really like to find/remember this book if it exists.

Any help would be appreciated.

I don't know what book it is, but it's definitely not from the Wheel of Time :)

Possibly too recent, but there are witches like this in the Throne of Glass series.
