All I can remember is that the book is about a couple of half elves. In the book, elves are called "Shee".
The cover has three thrones. The one on the left has a humanoid water creature. Can not remember the one on the right. The middle throne. the shee gal is standing up with her left hand on the throne. It is also a crystal throne.
Part the tale tells how her parents got together several years before hand. Her mom had been in a hidden(by spells) gladehouse. Where she was observing what was going on. When her father stumbled down the stairs and met the mom.

I was 21 when it came out. It was in the regular Sci fi/fantasy section of the B'Daltons I bought my copy from.
