Kids/YA unexplained stories/paranormal occurrences compilation with a woman's skeleton looking into a mirror on the cover

This book was in my second grade classroom library (93-94), but whether it was actually age appropriate or not I'm not sure. The most unique memory I have of the book is the cover, which, if I remember correctly was greenish and had a woman looking into a mirror with her skeleton looking back out to her from within the mirror. It had a compilation of many different unexplained stories, some only a page long up to some that were 5 or 10 pages. Two specific stories stick out:

A boy recently loses his father and suddenly can begin writing in shorthand. Neither the boy nor the mother know shorthand, and the boy ends up writing for pages and pages. The notes are from his father and one of the things that's in the letters is the location of a key and the bank and safety deposit box number. The mother and boy use the key and it turns out their father has left them a ton of money in case he ever passed away.

There was another story about rain that would only fall on a specific house in a neighborhood, even when there were no clouds in sight, for extended periods of time.

That's not a lot I realize, but it scared the hell out of me as a kid.
