It was either a young adult or an adult fantasy novel.
A young girl lives in a dirty castle. She doesn't speak to anyone (by choice). She teaches herself to read and has a unique ability to find things that have gone missing. She is also rather insightful about the characters of the people around her. She is mistreated by most people and once a year she is sent to the blacksmith to have her "bone spurs" removed from her back.
One day a prince(?) needs her to come with him and his party to find something that was lost (or was it to go with him to an important meeting so she could gauge the motives of the person?). She is cleaned up and dressed like a boy. They go hunting for lost thing (or to the meeting). I think there is some sort of murder attempt or something? The party eventually makes their way to the princes mother's castle. The girl hasn't had her "bone spurs" removed this year and low and behold, she is growing wings. There never were any spurs, she was having her wings cut off every year. At this castle she learns she can heal people of a wasting disease. A pirate/mercenary kidnaps her and takes her to an island that you cannot find and leaves her. This island is full of other winged people who want to kill her thinking she is a 1/2 breed between their race and where she came from. A glowing orb(?) doesn't let anyone touch her until the king unwillingly says she is not to be killed. The winged people are given jobs based on the color of their wings. Her wings start to grow and are either white (or red?) either of which is unheard of, or the feathers are every winged color. She is taken in by the librarian and treated well. She talks more and more and is learning. People try to kill her and put her down because of her small molting wings.
It turns out the people on this island can trade with other lands. For example there is a technologically advanced race they trade with. They used to trade with our girls race until the people there became violent(?) and killed their queen/king, and their daughter (who I think turns out to be our main girl).
There were a couple of political plots running through the book between the winged peoples, the people the girl came from, and between the winged people and the girl's people. I think the girl could see the past of a person or something like their soul because she always knew if they were an awful person or if they had done something horrible.
In any case the book was very good and I would love to read it again but I don't remember what the name of it was. Can anyone help?
