ABANDONED. YA, parent/s die and the child/ren go to live with relatives in another country

First off I am not sure if I am mixing a couple of books up in my head.

I read this awhile ago but in the last few years. I am pretty sure it was YA.

Parent or parents died and the child or children were sent to relatives in another country.

That is all I remember, other than there was something about stars.

Not really. I think the kid/s went from North America to the home country of one of their parents, and I am pretty sure they ended up in Western Europe somewhere.

I have a feeling it might have been a Scandinavian country but I could be wrong.

I think there were two siblings a younger one and a teenager.

I've been thinking about it and it might have been an only child and the relatives had a younger kid.

I think now that it may have been France or Germany that the girl ended up in and they are fluent in the language but lack confidence and are uncomfortable speaking in it. Making a once outgoing teenager shy and reserved.

Hopefully that helps ring some bells.
