ABANDONED. Book about a witch or Queen that keeps a redheaded human as a pet

This is a story in a book of short stories I believe. I just remember this particular story within the book has a eitch or a Queen who kept a redheaded girl as a sort of pet and at one point in the book she cut off a lock of the girls hair to take with her as she searched for a male with a close hair color so that they could make a child. I I believe thwre was aome kind of weird mating ceremony where the humans were supposed to drink something that would allow mating spirits to take ove their bodies. Their bodies were also painted with blue circles, which was on the cover.
