This is a sci fi book I read in 2018 about the children of people in power who have been taken as hostages to prevent wars. The main character's name is Greta, and she lives in exclusion with other children. They are constantly under surveillance by a Panopticon. Their main caretaker is an AI named the Abbot. There are also people in angel (?) Outfits that work for Talos and are the people who kill the children of rulers who start wars. That's all I got! Thank you

Hi, so I was thinking about this for a week and my mom suggested we look at our library history 🤦🏼. The name of the book is The Swan Riders by Erin Bow. (Part of the Prisoners of Peace series) Sorry for clogging up the feed!
