Can anyone suggest a nice clean[not Christian]romance series that is set in a small town, and has recurring characters that readers get to know and love? Books preferably 250 to 300 pgs long.

Twilight actually fits that description (except for the fact that the last few books in the series range from 400-800 pages but they're still somehow a breeze to read). Also Anne of Green Gables
Have you read the series by Ben Behunin, starting with "remembering Isaac". Such a great series! Small town, great characters and romance! Lovely...

I have the Anne of Green Gables series on my Kindle and it is excellent!

Admittedly there is not a huge emphasis on the romance - but it's there and it's super cute! But if you are looking for an adorable town with fun people. Read it...you will enjoy that aspect!
Shannon Guymon's Love & Dessert trilogy is set in a small town in Fircrest, WA. The first book is You Belong with Me. She has two spin-off series and another in the works. Love them all! The Ripple Effect Romance Boxed Set
I love books set in small towns!
This is reaching back in time, but Angela Thirkell wrote a series of novels (called the Barsetshire Chronicles) set in small-town England. Nearly all have a romance, and they were written before such novels had any sex. The first is High Rising, published in 1933 originally. Thirkell has been described as a “modern-day Jane Austen,” though the prose is more approachable, having been written in the 20th century.

Thanks to this website I recently discovered the author~ Rebecca Winters,my new favorite author, and totally loved my first book in the Daddy Dude Ranch trilogy~ The Wyoming Cowboy, and cannot wait to read the next two in the series which are the stories of the other two ex-soldiers and the ranch...Home To Wyoming, and Her Wyoming Hero.Such a nice original plot and 'too die for heroes'! ;]ETA:While waiting for my reserves of the PB editions of the next two books in the Daddy Dude Ranch trilogy,I was able to get her two Ranger[park ranger] Romances in the Kindle edition and read them both. They were wonderful! Also enjoyed "The Rancher's Housekeeper" just not as much.

Bummer...missing out on a great story. Good luck in your search.
Sounds like you're looking for a Love Inspired book. They're almost all set in small towns and many are series books with recurring characters. One series I love is Leigh Bale's Fireman series. And Margaret Daley has some dog-related books that I love!
I must agree with a previous comment about Shannon Guymon. I have read everything she writes and you can count on great, clean, toe curling romance and just a wonderful story. Another really good author in that vein is Rachel Anderson.
