This sounds a lot like The Bridge. All of that happens after society has become so 'green' that humans aren't allowed to harm anything including insects, and don't even talk out loud for fear of harming the environment. I think the main character is in prison for violating some minor rule of that nature, like swatting a fly. There is a weird prologue and epilogue set in the future long after the main story.

I read it about 20 years ago, however I think it was much older, written in the 70s perhaps?
The plot is about society committing mass suicide to save the planet. The main character has been released from prison so he can travel home to die there. He travels across Manhattan (I think) and reaches the George Washington Bridge to find it collapsed.
That's all I remember, ring any bells?
