Is this publication a book that can be added?

I currently have possession of the publication The Governance of Australia's Courts: A Managerial Perspective. I am unsurprised that it is not in the Goodreads system, but am not sure whether it is a ‘book’ and thus appropriate to add.

I've taken a look here (https://www.goodreads.com/help/show/1...) and am still unsure - part of me thinks it does qualify as a book (including that it has an ISBN), but part of me feels it isn't as it doesn't feel like a 'traditional' book.

Any guidance would be much appreciated.
