My memory is that it was set in Victorian England. Read it in the '80s. Prettily illustrated with what I recall as pen and ink drawings.

I think I've found this one! Matilda Jane, also published as Beside the Sea: An Edwardian Summer, by Roy and Jean Gerrard. One of the reviewers writes:'Beside the Sea' centres around a young Edwardian girl called Matilda Jane whose favourite phrase is 'It astonishes me'. Up to the time of featuring in this book she must have led a sheltered life for everything that she does, however seemingly ordinary, astonishes her - ah, the joy of innocence.
