Post apocalypse female thief with hidden powers

I'm looking for a book in a post apocalyptic setting where the female lead is the leader of a rag tag group of mostly kids and steals to get by. Lands are divided and ruled by people with unique powers. She's blond, has a gay male best friend, and can ask worms yes or no questions to predict the future. She ends up in the territory of a powerful male leader that teaches her how to use her hidden powers and they fall in love.
