The owner of this app is a company called Tag (https://taglivros.com/) that use the app to gain customers for their paid monthly book club.

is this not ilegal?

As GR made its APIs available for devs I don't see anything illegal here, unless mentioned explicitly in their terms.

They can't save the data. The API terms do mention that.

Is there not limits to request data by day/hour/minute?

That way is very easy to build a competitor to GR.
