I'm looking for the title of a book where magic comes back to the world, and how it's handled from a military standpoint. It follows members of a strike team who deal with people who rampage with their magic, and people who have the illegal type of magic of demon summoning, because it can't be controlled. The opening is about the team taking down a fire mage that has hostages.
