A story about a family of four that move to a new town where dogs are in charge. The father took a job as security. The daughter meets a girl named Jessica who becomes her best friend and adopted sister. The family leaves the dog town.

Searching horror novel "dogs are in charge" this book from 1996 came up:Pet Store by M.T. Coffin (it's part of the Spinetinglers Series)
