DIVERGENT OFFSPRING
From every family of divergents comes a comes even more divergents.
One of the cases was where only one parent was divergent, causing only one child to be divergent.
eg. Natalie + Andrew Prior = Beatrice + Caleb Prior
Another way this could happen is when/if two Divergents have a child, the chance that their child is divergent is as high as 90%.
eg. Tris + Four (Tobias) Eaton = Fourtris (Divergent Baby)

Four is not really Divergent, but otherwise I agree with your theory.

err...well not really because Tobias isn't fully divergent lowering the % to I dunno maybe 60%? but 2 divergent would probably make a divergent
