SOLVED. children's chapter book about a mute boy in a Christmas Pageant [s]

I think the main character was the older sister of the boy who couldn't talk, and there was something about their mother having died.

The children were part of some sort of Christmas pageant, and both the brother and sister were assigned to be in the angel choir. The little boy was upset about this because he couldn't sing (or play any speaking parts). I remember a picture of him standing between two girls who were trying to sing, and he's pulling on their hair because he's upset.

The only other thing I remember was near or at the end. (view spoiler)[He was touched by the story of Jesus and ended up giving his own Christmas orange to somebody (a baby? a young mother?) and finally spoke, "For the baby" or something like that. (hide spoiler)]

I would have read this in the late 90s or early 2000s.
